MoF warns ministries, agencies

KUWAIT CITY, Aug 31: The Ministry of Finances has warned all government ministries and agencies on the delay in sending proposals on estimates for the general budget for the year 2015-2016, so as not to hamper the achievement of the objectives of the development plan for the state, reports Al-Jaridah daily. The ministry stressed in a circular it will not accept any amendments to the proposals submitted by them after submitting them not later than next October, pointing out Article 140 of the Constitution stipulates: ‘The Government shall draw up the annual budget, comprising the revenue and expenditure of the State, and submit it to the National Assembly, for examination and approval, at least two months before the end of each current financial year.

According to Article 5 of Law Decree No. 31 of 1978 on the rules of preparation of budgets and public control over the implementation and final account states that the parties covered by the budget of ministries and government departments, should include primary estimates for their revenues according to the instructions issued by the Minister of Finance.
