Labor ‘rejig’ in prelude to end of sponsorship system

KUWAIT CITY, April 24: According to reliable sources, a separation between labor affairs and social affairs has taken effect in the Ministry of Social and Labor Affairs as a first step towards the cancellation of the sponsorship system for expats.

Cancellation of the sponsorship may be concluded within a year. The separation took effect in early April but until May their functions remain under the supervision of the Ministry of Social Affairs and Labor.

An official announcement on the change is expected within days.

Labor affairs for expatriates will subsequently be handled by a new General Public Authority for Manpower, and the sponsorship system will be replaced by a Department of Recruitment and Employment within that Authority.

The Recruitment and Employment Department will represent the official body that handles the legal affairs of labor in the country through a secondary section called Manpower Protection Service under a Department of Legal Affairs of Labor.

The department will also include an investigative and petitions unit that will hold judicial authority over labor petitions. The move will bring Kuwait into compliance with its international commitments.
