Council members urged not to interfere in Municipality affairs Avoid overlapping responsibilities: Al-Kandari

KUWAIT, Jan 29: Minister of Communications, the State Minister for Municipality Affairs Essa Al-Kandari urged the Municipal Council members to abide by law that stipulates the members should not interfere in the activities of the executive authority, reports Al-Seyassah daily. Al-Kandari declared this at the recent meeting of the Municipal Council members wherein he appealed to the executive authority and the Municipal Council to avoid overlapping responsibilities and act in consonance with dictates of the constitution.

He was surprised with the huge number of complaints filed against the authority by Municipal Council members on its failure to respond to their questions and recommendations. Al-Kandari has since ordered the authority to respond to the questions and recommendations without delay, reiterating the interactions between both authorities must always be in the framework of the Constitution. He directed the executive authority to ensure total cooperation with the council, and stressed the Municipality does not take arbitrary decisions, “so the officials follow the provisions of the constitution”. He implored the concerned officials to deal with issues in line with the constitution, adding his decisions as the supervisory minister tag along technical opinion and it’s within the purview of law.

Meanwhile, Deputy Director of Farwaniya and Ahmadi Municipality Affairs Eng Faisal Al- Sadeq has clarified that washing and cleaning of roads after traffic accidents are not included in the contracts signed with cleaning companies, reports Al-Rai daily. In a letter to the director general of Fire Service Department, Al- Sadeq disclosed the Kuwait Fire Service Directorate (KFSD) has asked the Kuwait Municipality to be responsible for cleaning oil spills on roads after the accidents. He reiterated the General Department for Public Hygiene and Road Constructions has been collaborating with the concerned authorities in line with the law. He pointed out the department cooperates with the Fire Service whenever there is need to remove vehicles and broken parts if there are accidents. He went on to say the contracts signed by the cleaning companies with the Municipality stipulate that work hours start from 4:00 am until 12 noon. He added the Municipality may utilize the services of the workers and their equipment beyond the specified time in emergency cases.
