Submit lists, costs of projects tied to dev plan, orders Cabinet MPs warn govt against rejection of approved pay hikes

KUWAIT CITY, Jan 19: The Cabinet has asked all governmental institutions to provide the Finance Ministry the list of all projects related to the development plan and the costs, reports Al-Anba daily quoting reliable sources. They added the cabinet has stressed need to approve these projects fully before holding meetings of the parliamentary committees scheduled to discuss the projects. They also said cabinet has asked the government institutions to reply to inquiries of the lawmakers and provide them data related to the budget to allow the committees complete their tasks, in line with Law No. 12 of the internal bylaw of the parliament. In another development, Civil Service Commission (CSC) has rejected the demand of the Health Ministry to equalize the financial benefits for social service jobs in the public hospitals with those of the psychological treatment group in Kuwait’s Center for Psychological Health. In a letter, CSC confirmed that employees under social services group receive appropriate financial merits, which is considered adequate compensation for the job they perform and that the decision was taken after a long study.

Meanwhile, several lawmakers have warned the government on rejecting the proposed increments the parliament approved, affirming the step may lead to political escalation-in view of the lawmakers having the needed majority to approve increments if government rejects them, reports Alam Al-Yawm daily. They added Kuwaitis deserve to enjoy the wealth more than any other country, especially as citizens cannot carry the responsibility for government’s slackness.

For his part, MP Khalil Al-Saleh said the issue of salary increment resurfaced due to lack of long-term plans and necessary regulations to solve the problem in the absence of governmental strategy. He added the decision to approve the KD 30,000 increase on housing loan in the form of subsidy for building materials and other commodities is a good step, but its success depends on endorsing governmental regulations to organize and monitor subsidy.

He expected the proposed children increment will be approved, noting the increment is suitable under the current hike in prices. In another report, the Minister of Finance Anas Al-Saleh declared on Sunday that the ministry would seek opinion of “neutral and experienced” consultants for ensuring legal soundness of the family support executive laws. In remarks to KUNA, he said the ministry officials would hold intensive meetings with such competent advisors to ensure that these rules are flawless as compared to the basic laws.

The fund had been established according to Law 104 (2013), and was placed under the ministry jurisdictions. It was set up with aim of buying remaining deposits, without calculating the interest, from consumer and installed loans for citizens and companies under supervision of the Central Bank of Kuwait. One term of the relevant law stipulates that banks take charge of managing the loans on behalf of the State — free of charge.
