Labor minister eyes reorganizing method of ‘visit to work’ transfer Al-Sabeeh to present proposal to delay 5-yr action plan

KUWAIT CITY, Jan 15: The Undersecretary of Ministry of Social Affairs and Labor Abdulmohsen Al- Mutairi revealed that the Minister Hind Al-Sabeeh has given new instructions to review many decisions related to the labor market of the private sector including issuance of more work permits for expatriate personnel, reports Al- Watan Arabic daily.

He indicated that the ministry is studying the possibilities of increasing the number of exempted sectors for issuing more work permits, provided this bans bringing marginal personnel into the country, adding that the recommendations will be referred to the minister. Al-Mutairi disclosed that the minister will soon issue a decision to form a committee headed by the undersecretary to study the possibilities of reorganizing the method of transferring visit visas to work permits in the private sector.

He explained that the work of the committee will last for one month after which its recommendations will be referred to the minister for taking appropriate decisions. He denied that thousands of applications for transferring visit visas to work permits in the private sector are accumulating in the ministry. He stressed that all visit visa applications that were referred to the Office of the Undersecretary have been referred to the minister’s office for taking necessary decisions.

Regarding the case of reducing the percentage of expatriate personnel in Kuwait, Al-Mutairi said the ministry is working hard to modify the population structure in line with the law without showing any bias based on nationality.

He stressed that the ministry is mainly aiming to increase the number of Kuwaiti personnel in the public and private sectors while at the same time reduce the number of expatriate personnel.

Regarding the need for establishing a Public Manpower Authority, he indicated that such an authority already exists.

However, the minister has to recruit its officials and she will soon nominate a chairperson for the authority, which will pave way for forming its organizational structure and initiating its activities. Meanwhile, Minister Al- Sabeeh met with officials and employees of the Ministry of Planning and expressed keenness to implement the principles of transparency for public and national interests, affirming she will present a proposal to the head of government to postpone the five-year action plan of 2014-2018 for not more than six months.

The plan is due to be submitted at the end of the month due to shortage of time, but the step will facilitate a comprehensive and thorough review of the plan for more accuracy, she explained. She also stated the objective of the five years action plan as serving national interest and seeking fresh affluence for the country, in line with available facilities and capabilities.
