‘Performance of public utility societies reviewed periodically’ Details about budgets provided to ministry: Rashidi

KUWAIT CITY, Dec 27: Minister of Social Affairs and Labor Thikra Al- Rashidi says there are 98 public utility societies in the ministry out of which 10 are charitable societies, reports Al-Jaridah daily. Responding to a query submitted by MP Khalil Al-Saleh, she clarified that the decisions related to the official announcement of the public utility societies include a text stipulating that the announcement is not limited to a certain period. She added that the auditors of the ministry periodically audit the accounts of these societies and prepare related financial reports.

The minister said the societies provide details about their annual budgets to the ministry at the end of every financial year, revealing that the Non-governmental Societies Department affiliated to the Social Development Sector of the ministry is the administrative authority in charge of the public utility societies in Kuwait. She indicated that the department is responsible for preparing the annual plan of the sections affiliated to the department in order to execute it in collaboration with the various sectors of the ministry. She stressed that the performance of the societies is assessed periodically in a year through monthly reviews and an annual assessment based on the financial reports of the societies as well as the audit reports.

Regarding the violations committed by such societies, Minister Al-Rashidi explained that the concerned authority in the ministry addresses the relevant society and closely monitors all its activities, indicating that the ministry did not shut down any public utility society. She insisted that there is no legal justification for shutting down any of the public utility societies because they represent the civil society and provide necessary support. Regarding the syndicates the ministry cancelled, Minister Al- Rashidi clarified that the decision related to the official announcement of the syndicate of lawyers was cancelled based on the ministerial decision 111/2012 after a legal verdict was issued in this regard.
