Al-Juwaisry calls for modifying article of Municipal Council Law ‘Council personnel working diligently’

KUWAIT CITY, Dec 21, (KUNA): Deputy Chairman of the Municipal Council Meshaal Al-Juwaisry affirmed that the board elected and appointed members are closely working together to press ahead with development projects. In an interview with KUNA on Saturday, he said the members, after taking the oath, scrambled into action, cooperating to finalize pending paper work. Kuwait Municipality is a key national sector, tasked with public construction projects, issuance of construction permits, cities’ planning, supervising development and constructing ventures, in addition to various other missions. The council is currently in the beginning of its term, the 11th, thus it is premature to assess the level of cooperation between the board and the executive apparatus, he indicated.

However, Al-Juwaisry hoped that the two bodies would work together in a harmonious manner to speed up the work. The Municipal Council is empowered to make recommendations with regard to various activities within the municipal jurisdictions. As to the Municipal Law Number 5 (2005) and Municipal Council members’ calls to amend it, he said the board is a supervisory department that oversees performance of the executive apparatus at the municipality, thus the two bodies must be totally separated to ensure perfection of the work, he opined. Nevertheless, Al-Juwaisry called for modifying Article 14 of the Municipal Law for sake of shortening duration of processing citizens’ paper and bureaucratic works. The duration must be limited to 60 days to spare citizens long time of waiting, Al-Juwaisry explained.

Regarding annulment of the Provision 22 of the law, due to alleged intersection of jurisdictions, he confirmed that he was in favor of such amendments to separate tasks and powers among the municipal departments. On the key housing issue, Al- Juwaisry affirmed desire to cooperate with the National Assembly to resolve this problem, “which has been placed atop the priorities in line with desire of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah to tackle this popular issue that has turned to be a huge burden for a large segment of the citizens.” The Municipal Council has allocated various plots of land across the country, handing them to the Public Authority for Housing Welfare, where the latter will renovate and distribute them to citizens applying for dwelling.
