Kuwait to host AIM on Dec 11th & 12th Focus on investment

KUWAIT CITY, Dec 3: Under the Patronage of H.H. the Prime Minister of the State of Kuwait, Sheikh Jaber Mubarak Al-Hamad Al-Sabah, and the attendance of H.E. Sheikh Salem AbdulAziz Al-Saud Al-Sabah Deputy Prime Minister and Minister of Finance, and in joint cooperation “The Arab Planning Institute (API)”, “The Arab Investment & Export Credit Guarantee Corporation (Dhaman)” and “Kuwait Direct Investment Promotion Authority (KDIPA)” will host “The Arab Investment Meeting: Investment Attractiveness Gap” in The Regency Hotel in Kuwait on Wednesday 11th, and Thursday 12th of December 2013. The Arab Investment Meeting (AIM) participants will include Arab ministers of planning and investment, as well as heads of investment promotion agencies and senior officials of chambers of commerce, industry and agriculture. Also, AIM will host participants from prominent Arab businessmen community and leading Arab investors, as well as representatives of relevant regional organizations, several experts and professionals.


AIM aims to address many issues and achieve a number of objectives, including:
* Exchange of lessons learnt from Arab experiences in promoting and attracting foreign investment.
* Explore the reality of foreign and intraregional investment in Arab countries.
* Identify the most important impediments to investment in Arab countries at the planning, legislative and institutional levels.
* Determine practical ways to address the shortcomings of the investment climate in the Arab region.
* Reformulate the investment policies in Arab countries to become more streamlined with the overall development strategies and plans.
* Encourage transforming investment opportunities in the Arab countries into viable mutually beneficial partnerships projects.


AIM agenda evolve around servicing these objectives by holding five sessions over two days as follows:
Day One:


Opening Session: An opening speech by the AIM’s Patron, H.H. Sheikh Jaber Mubarak Al-Hamad Al-Sabah - Prime Minister of the State of Kuwait, to be delivered on his behalf by H.E. Sheikh Salem AbdulAziz Al-Saud Al-Sabah - Deputy Prime Minister and Minister of Finance, followed by Abdulatif Youssef Al-Hamad - Director General/Chairman of the Board of Directors of the Arab Fund for Economic and Social Development. The heads of the three AIM organizers then provides their welcoming addresses starting with Dr. Meshaal Jaber Al Ahmad Al Sabah - Director General Kuwait Direct Investment Promotion Authority (KDIPA), Fahad Rashid Al-Ibrahim - Director General of the Arab Investment & Export Credit Guarantee Corporation (Dhaman), and Dr. Bader Malallah - Director General of the Arab Planning Institute’s (API).


First Session:
“Arab Countries: An attractive investment destination? Comparing attractiveness and performance gaps”.
Moderated by H.E. Dr. Mohammad Sabah Al-Salem Al-Sabah - former Deputy Prime Minister and Minister of Foreign Affairs of the State of Kuwait. Two working papers will be presented: “The gap between FDI Performance & Attractiveness in the Arab Countries” by Dr. Walid Abdmoulah-Economic Expert at API. The second paper will be on “How to measure Arab FDI Attractiveness Gap based on the findings of the 28th Annual Report on Investment Climate in the Arab Countries 2012-2013”, presented by Dr. Riadh Ben Jelili - Head of Research & Studies at Dhaman.


The Second Session:
“Investment Promotion within the framework of development plans policies and strategies”.
Discussion panels and several presentations will be provided by Arab ministers and senior officials of planning and development, focusing on a number of topics, mainly showcasing components of public policy conducive to stimulate both domestic and foreign investment, the rising importance of public - private partnerships (PPPs), integrating foreign investment inflows within the development plans, formulating institutional frameworks and mechanisms that would allow optimal coordination between the planning authorities and the relevant authorities in charge of promoting FDI as a potential source of financing development plans.
The Second Session will be divided into two sub-sessions.
First sub-session: Moderated by Dr. Yousef Hamad Al-Ibrahim - Advisor at the Amiri Diwan in Kuwait, the speakers will be Dr. Rola Dashti- Minister of State for Planning and Development Affairs and Minister of State for National Assembly Affairs in Kuwait, Dr. Othman Mohamed Othman - former Minister of Planning in Egypt, Dr. Ashraf Al Araby - Minister of Planning in Egypt, Dr. Mohammed Saeed Al-Sadi - Minister of Planning and International Cooperation in Yemen, and Ali Abdullah Hosni - Director of Investment Management Department in UAE’s Ministry of Economy.
Second sub-session: Moderated by Ali Mousa - Kuwait’s former Minister of Planning, the speakers will be Ridha Saedi - Minister of Economic and Social Affairs, Tunisia, Dr. Mohammad Ibrahim Shtayyeh - Minister of Palestinian Economic Council for Development & Reconstruction (PECDAR), Dr. Sami Mati Polous - Deputy Minister of Planning, Iraq, and Dr. Abdulatif A. Altounsi - Deputy Minister of the Ministry of Planning, Libya.


Day Two:
The Third Session:
“Opportunities and Challenges for Investments Promotion in Arab Countries”.
During this session several presentations and working papers, within the framework of panel discussion, will be provided by ministers of investment and heads of investment promotion agencies, focusing on a number of crucial issues, notably, the legal and institutional framework of investment promotion agencies, FDI inflows into the Arab countries by volume, geographic and sector distribution, and relevance to the strategic goals of the development plans and sectoral priorities, the main internal and external challenges facing Arab and foreign investments in the region, as well as, identifying potential areas for enhancing Arab regional cooperation in investment promotion.


This third session will be divided into four sub-sessions.
First sub-session: Moderated by Abdulrahim Hasan Naqi - Secretary General of the Federation of GCC Chambers, the speakers will be Sheikh Dr. Meshal Jaber Al-Ahmad Al-Sabah - Director General of Kuwait Direct Investment Promotion Authority (KDIPA), Ibrahim Ali Al-Qadhi - Chief Executive Officer of Gulf Investment Corporation (GIC), Fahad Al Gergawi - Chief Executive Officer of Dubai FDI, Dubai Department of Economic Development, Dr. Saleh Ben Abdullah Al-Saif - Director of Market Analysis at the Saudi Arabian General Investment Authority (SAGIA), and Yahya Al Jabri - Chairman of Duqm Special Economic Zone Authority, Oman.
Second sub-session: Moderated by Adnan Kassar - President of the General Union of Chambers of Commerce, Industry and Agriculture for Arab Countries. The speakers will be Dr. Gawad Nagi - Minister of Economy and Chairman of the Board of Directors of The Palestinian Investment Promotion Agency (PIPA), Nabil Itani - Chairman & General Manager, Investment Development Authority of Lebanon (IDAL), Dr. Yahya Saleh Mohsen - Chairman of the General Investment Authority in Yemen (GIA), and Dr. Awni Al- Rushoud - Chief Executive Officer of Jordan Investment Board (JIB).


Third sub-session: Moderated by Dr. Jamal Al-Bayoumi - Secretary General of the Arab Investors Union. The speakers will be, Dr. Mustafa Osman Ismail - Minister of Investment, Sudan, Osama Saleh - Minister of Investment, Egypt, Mahdi Obsieh - Director General of Djibouti’s National Investment Promotion Agency, and Ahmedou Ely - Director of Investments in the Ministry of Economic Affairs and Development, Mauritania.
Fourth sub-session: Moderated by Hamdi Tabba’a - Chairman of the Federation of Arab Businessmen. The speakers will be Dr. Noureddine Zekri - General Director of the Tunisian Foreign Investment Promotion Agency (FIPA), Abdelkrim Mansouri - General Director of National Agency for Investment Development (ANDI), Algeria, and Khalid Kilani - Acting Director General of the Libyan Privatization & Investment Board.


The Fourth Session:
This will be the final and closing session of AIM, it will be moderated by Fahad Rashid Al-Ibrahim - Director General of the Arab Investment & Export Credit Guarantee Corporation (Dhaman). A number of regional and FDI related key issues will be tackled, in four papers on: “Regional investment agreements and arrangements” by Mohammed Al-Nosoor - acting Manager of the Economic Integration Department of the Arab League; “Investors perspective regarding Arab investment climate” by Dr. Jamal Al-Bayoumi - Secretary General of the Arab Investors Union; “Role of Investment Guarantees in Mitigating Risks” by Mohamed Chouari - Director of Operations Department at Dhaman; and “The role of FDI in Encouraging Exports” by Saad Al Awadi - CEO of Dubai Export Development Corporation.
