Al-Sane’ suggests ban on recruiting expats in public sector Draft bill to hire citizens, retirees, spouses of Kuwaitis and Bedouns
KUWAIT CITY, March 9: MP Nasser Al-Mari has submitted a draft bill obliging all government establishments, cooperative societies, public utilities and institutions of civil society to give priority to hiring citizens, retirees, children of Kuwaiti women, spouses of Kuwaitis and Bedoun, reports Al-Anba daily.
He required a ban on recruiting expatriate personnel in the government authorities except for jobs such as cleaning and rare specialties to curb unemployment while increasing the income of Kuwaiti families.
In the same context, MP Yaqoub Al-Sane’ has also submitted an amendment to Law No.15/1979 to ban the recruitment of non-Kuwaitis in public sector except there are no Kuwaitis available to occupy the job.
Additionally, expatriate personnel must be recruited on the basis of temporarily contract, while the percentage of expatriate personnel should not exceed 20 percent of the overall proportion of citizens in all government establishments.
He required the Civil Service Commission to conduct a semi-annual report about the number of Kuwaiti applicants and job vacancies in the state administrative system and its sectors. The report will then be referred to the National Assembly and the government. Moreover, the government must issue decisions to recruit Kuwaiti applicants who meet the conditions of employment when there are job vacancies or non-Kuwaitis should be given six months notice to leave the job from the date CSC receives applications from interested Kuwaiti personnel.
The country will be required to pay monthly salary equal to the sum the Kuwaiti applicants would have received if they were hired for the job, in case the six months grace period expires and CSC is unable to make a decision, noting the salary should meet the academic qualifications of the national personnel.
