Current company is ready to match my new job salary but I have made up my mind to quit

I am engineer having an attested degree certificate. I have completed more than 5 years in my company. I was recruited from my home country.

Now I have got a job offer in a new company but my current company is not giving me a release nor accepting my resignation.

What can I do? Can I approach the shoon(Labor Dept). If I approach the shoon what documents are required to go ahead with processing the case.

According to the current laws of the country, all those hired from abroad can seek a release after three years. It doesn’t matter if you are a graduate or not. It is your right to get a release after three years.
You should approach the Labor Dept in your area and you don’t need anything more than a copy of your ID card. You will be asked to fill in an application stating your case after which the company representative will be called to the office and asked to give you a release. In case the company refuses to give you the release, it can itself sanction the transfer.
