‘Open Bedoun woman’s file, issue Civil ID’ Court in unprecedented ruling

KUWAIT CITY, Jan 31: In an unprecedented ruling, believed to be the first of its kind, the Administrative Court presided over by Counselor Hisham Suleiman ruled in favor of a 30-year-old Bedoun woman and ordered the Central System for Remedying the Status of Illegal Residents to open her file and issue her an identity card.
Defense attorney Fawzia Al-Sabah told the court her client had made the request to the Central System upon directives issued by the Executive Council to open her file and issue her an identity card, but her request was turned down by the concerned agency.

The defense lawyer added, her client’s father was registered during the 1965 census and he served as a military officer from 1959 until his retirement as Corporal in 1988.
She also told the court, his whereabouts are unknown since he allegedly left the country after receiving his indemnity.

As a precondition, only the father of a Bedoun is authorized to request the opening of a file of his children.
However, attorney Fawzia concluded it will be in the general interest of her client to get an ID card, because at 30, it is unbelievable there is someone who cannot move around the country or seek medical help or even can get married just because the person does not have an ID.
