Driving licence for wife on dependent visa

My wife has been in Kuwait for over 2 years as a dependent. She is a degree holder. I want to know whether she is eligible for a licence since  she is a dependent. If not, she is currently working in a company on  a KD 400/- salary but they have a vacancy in the showroom for a receptionist. If I transfer her to the company as a receptionist will she be eligible for a driving licence? I’m confused since it’s a huge risk as the company is pressuring her to transfer as soon as possible.

As a dependent, your wife can’t get a driving licence unless you have school-going children. That’s the only way.
As a receptionist, she still stands a chance of getting the licence as she has already spent two years in Kuwait, is a university degree holder and earns KD 400/- a month, which is the minimum requirement.
