Visit visa for Moter-in-law ( banned nationals)

This is about the news that appeared in the Arab Times that the Director General of Immigration Department had lifted a ban on the issuance of visit visas for the first-degree relatives of expatriates from the ‘six countries’.
My question, based on this development, is that can a working male (a national of one of the six nationalities) apply for visit visa for his mother-in-law (his second degree relative), if his wife is a dependent resident in Kuwait?

No, you can’t. The visit visas have been opened for the immediate family or in other words first degree relatives of the person who will sponsor them and not the first-degree relatives of the spouse.
