Proposal to set up Kuwait stock company for power, water meters MP Al-Enezi presents draft bill on relocation of airport
KUWAIT CITY, Sept 29: MP Askar Al-Enezi has presented a draft bill on the relocation of the airport, away from the housing project sites and urban area.
Article One of the bill states the Ministry of Communications, in coordination with the Kuwait Municipality and other concerned authorities, shall specify an alternative location for the airport, not less than 25 kms away from the urban area and venues for future housing projects. The new site must be determined within six months from the date of enforcing this bill.
Article Two stipulates laying down the engineering plans for the airport within two-and-a-half months after enforcing the bill, in addition to the establishment contract, infrastructure and roads leading to the airport. The project must be completed in six years, at the latest, from the enactment of this bill.
Article Three states that 75 percent of the current location of the airport shall be allocated for the housing and development projects upon completion of the new airport.
Article Four states the signed construction and technical contracts for the expansion and renovation should be valid only within the period of completion and operation of the new airport.
Article Five allows the extension of the contract period for the existing investment projects in the current location of the airport until the new airport starts its operations.
Article Six states the budget of the Directorate General for Civil Aviation (DGCA) and other relevant authorities will be included in the general budget of the State to pave the way for the ratification of laws and approval of funds for the studies, design and preparation of engineering plans.
Article Seven nullifies any provision contrary to the stipulations in this bill.
Article Eight mandates the premier and ministers to implement this bill after its publication in the official gazette.
Meanwhile, MPs Ahmad Al-Saadoun, Musallam Al-Barrak, Khalid Al-Tahous, Ali Al-Deqbasi and Naji Abdulhadi has presented a proposal to establish a Kuwaiti stock company to supply, install and manage the automatic electricity and water meter readings, as well as the prepaid system for energy bills.
According to the proposal, 24 percent of the company’s shares will be for the government and its agencies, 26 percent for companies listed on the Kuwait Stock Exchange (KSE) and 50 percent for the citizens.
