What is the proper procedure if someone wants to hire my wife on an Article 18 or 20 Visa? She is on a visit visa. Is it still okay to exit to a neighbouring country or she must go to the country of origin and how long will it take to finish all?

She should go to her country of origin because one of the requirements is to get a Police Clearance Certificate (PCC) and then get the visa endorsement by the Kuwait Embassy.
If she can get the PCC without going to her country she can go to a neighbouring country, do the medical and get the visa endorsed by the Kuwait Embassy there before returning to Kuwait.
