Residency cap eyed to limit expats - Foreigners cut to 45% of population Six to 12 years depends on skills ... Open stay for experts

KUWAIT CITY, June 12, (RTRS): Kuwait government is working on plans to introduce residency caps on expatriates to slash their number in the country to 45 percent of the total population, local Arabic daily Annahar reported on Sunday.

“The government will suggest imposing a cap of six years on unskilled labourers, eight years on semi-skilled employees, ten years on semi-skilled employees who are with their families and 12 years on skilled employees. Foreigners with rare expertise will be given an open stay,” Annahar daily quoted a source as saying, the report said.

According to 2010 estimates, the number of foreign workers in Kuwait stands at 2,340,000 and make up 69 percent of the population, the report said. The total number of Kuwaitis is said to be 1,120,000.
A source cited by the Annahar daily said the government is interested in proceeding with the residency cap plans after the World Bank ranked Kuwait as having the fourth highest rate of foreigners compared to the nationals.

The proposal to restrict the number of expatriates will be submitted by a committee made up of representatives of various ministries.

The source disclosed the Cabinet has instructed several ministries to present their recommendations to resolve the issue of foreign and marginal workforce in Kuwait.

The source explained the government decided to implement these plans when the World Bank released a report showing that the ratio of foreigners to citizens in Kuwait is the fourth largest in the world — 69 percent of the total population.  The top three countries are Qatar with 87 percent, Monaco with 72 percent and the United Arab Emirates (UAE) with 70 percent.  Kuwait is also one of the biggest sources of remittances sent by immigrant workers to their native countries, the source added.

The Kuwait government already has in place the National Manpower Development Program, which started many years ago and enforces a law which requires private companies to have a certain percentage of Kuwaitis.

These percentages, depending on skills required by various industries have been increasing every year and transactions of firms not complying with the percentages are stopped.

Saudi Arabia last month said it will not renew the work permits of foreign workers who have spent six years in the country as part of its plan to create jobs for nationals.

However, it did not say when the decision would be implemented or whether it would be applied to all foreign workers or to specific jobs.

@Om Mohammed - m still laughingShaheen | 8/13/2011 8:28:49 PM Oh boy..!!!u really need to know that we pay 50KD every year for medical..n after paying that,when we go to the government clinics,all we get is Panadols and Adols for months and months...so we finally end up with the private clinics.. in-short we pay 50KD every year for NOTHING...and why do you think expats is all about USA and UK???n i said we pay INDIRECT TAXES like ekamah...even thou its not tooo much..but we still pay for our residence every year..n we pay our house rents forever in this country,,,and don't talk about USA..i have no clue about it..m talking about Asian countries..we do not pay so much for living there (if you think we are in Kuwait coz we have to pay taxes in our country)...Yes,I would like to stay forever in this country..any harm???i know Kuwaiti's staying forever in other countries as well...but not all countries decide to throw out expats jus coz they are over-populated...OUCH!
For your informationJane Eyre | 8/6/2011 11:45:01 PM Kuwait wouldn't exist without the US & UK Ex-Pats, and a few others who faught their war for them I was here in March 2003 - hmmm, remember. and oh what about back in the 90's the first go around...most Ex-Pats - not all, but most are prior military. Yes who came back to make some money. Well,the money isn't that good, and as far as I'm concerned I think we (Ex-Pats) should all go home and stay there. I can't wait for my 16 months to be over so I can go back to the good ole USA, wish I never would have come here, never will come back. Talk about greed and corruption. The lesson I have learned here is that every government is corrupt. Some just more than others. Very blatant here. No Wasta nothing gets done. I think we all go back to our homelands as soon as possible! As soon as my committment is finished, I'll take that guy up on the free trip home! Peace to all.

Kuwait must reduce this by lowering the marginal workers,No more visit visa,s transferred to worker visa. It is a good idea to tame this . The influx is massive now.Age limits introduced and time of stay will be a fare rule.A lot of unregistered residents here this all needs addressing.You must understand these issues and the security of Kuwait is very important. limit expatsShahSyed | 7/24/2011 9:07:26 AM Asalam Alikum , Well i am not agreed with this law,i think because of expats our business are ruining , my one friend here said that expats are not paying texas in kuwait,i think expats are paying taxes, if they want to do business they have to pay half to us(Kuwaitis),if they would like renew the visa they have to pay and even now for them medical is not free.The truth is if there is a Kuwaiti who really wants to work anywhere in Kuwait this is impossible that he will not get a job.i have a small construction company,22 Kuwaitis are working in my company they just come for 2 hours and go.And i am not agreed that people who said that people with age 60 years are above should go from Kuwait because they are the one who has experience of the work.if expats go from our country our markets,Shopping centers will be closed.We should not blame expats that they are in Kuwait and they are more than us in numbers we are the one who brought them here.What our gov should do is close all type of visa and tell other countries that we don't need more manpower.And i don't think that we should disturb expats who are living in Kuwait,As Muslim we should not forget that we are living temporary world and after death we will go to the real world .i am very disappointed to see people they think that they will live forever. We should thank to our Gov that they have given us so much facilities.we are very lucky to be Kuwaitis.And because of our Gov good polices we have respect in all around the world.

Then the issue of Kuwaity ladies having babies in the USA for citizenship is a load of tosh! let me tell you no one holds a dual nationality, ps it is illegal! secondly when kuwaity children are born abroad they reg with their embassy in the USA. That is if your actually talking abt a Kuwaity. Kuwaity men marrying non Kuwaity women..Well i think everyone around the world have the right to marry who and whom they wish. Ps Kuwaities do not live off of the state of the United States when they are there. When Kuwaities work or study abroad they are supported by the state of Kuwait The Amir May Allah give him long life! Our medical, schools, homes every single kd is from Kuwait. America gives nothing away that includes nationalities.You need to understand whats happening here in Kuwait. Its over populated and thats that ,people must go. Besides dont you think working abroad for more than 10 years is a bit much..dont you guys miss your homes! tell me why do you stay so long is it because you dont like paying tax in your country! lol. I have been praying for this.Nothing wrong with expats who are truly qualified to do a good job.,But to bring their families and suck dry our country simply will not do.We can live with out that.As for private schools going down i dont think so..most of the elite schools here are full to the brim with kuwaiti or people in high positions..you cant be talking abt them..must be some other schools eh! also the streets are filthy lined with laundry all through the apartment areas unsightly.eww fed up. Hospitals spilling over clinics ect. We want this sorted and 45% sounds brilliant.. Ill pay for the buses to transport you to the airport.This is the best news i have ever heard.Ps kuwait will not lose money over this..she will gain billionsssssssss.My my this is great news more space for our kids more jobs for our people...yesssssssssssssss at last.Sorry guys you will have to go some other place.Last time i went to usa i had to pay for my surgery everything nothing free and good kuwait has woke up .We adore interlects we appreciate skilled workers .,we are happy for expats to teach our children but we cant keep your families as well. The expats are thinking Kuwait as their birthplace so strict law should be enforced for those expats who have lived here for years and the percentage of expats should be brought down to 45%. LIKE AN OFFICE BOY WORKS AT THE HOSPITAL FOR 8 HOURS FROM 7AM TO 2PM AFTER THEIR NORMAL DUTY THEY CAN WORK TO OTHER COMPANY LIKE SULTAN CENTER AS BAGGER FOR ANOTHER 4 HOURS. Yes this is a very wise move and the rulers should implement this rule to make a residency cap on expats immediately. In fact there should be a law that all expats who have lived in Kuwait for 12 years should be told to leave the country immediately.
