From visit visa to dependent visa for son

My son is currently in Kuwait on an expired visa. I want to make use of the amnesty programme and send him back to my country. After that I will get a visit visa for him immediately to come back to Kuwait.
Is it possible to transfer the visit visa to a dependent visa after he is back in Kuwait?

: You want to send him back because you want to avoid paying the fine which he must have incurred after his visa expired. Well, you can use the amnesty but we don’t know when and if they will allow him back. The authorities have announced that those who leave the country voluntarily will be allowed to return after some ‘time,’ but they have not indicated how long the ‘time’ will be.

Secondly, even if you manage to get a visit visa, you will not be allowed to change it to a dependent visa for this is only allowed for infants. So, don’t take a risk. The fine for staying on an expired residence is KD 2 per day with a maximum of KD 600/-. So, it is better to pay this fine and regularize his residence rather than avoiding the fine and later finding out that you can’t get him back into the country.
