DEVELOPMENT cannot be achieved without laws that legitimize regulations and decisions to set the right path and control direction. Under such circumstances, it is also difficult to provide services efficiently and fairly, ensure public health and safety, as well as secure the well-being of citizens. Strict adherence to laws and regulations is also vital to strengthen the inspection tools, curb violations, and find the proper technical and legal solutions to serve the citizens and help them overcome obstacles to guarantee justice for all.
We must work hard to ensure justice and equality among citizens.
This is a daunting task if we illegally grant benefits to certain people; thereby, favoring them over others or ignoring their faults even if they break the law. We should follow proper procedures to stop violations and irregularities, away from discrimination or preferential treatment to achieve fairness and equality, in accordance with the laws and regulations. We should also take the appropriate steps to hold those proven to have violated the law responsible.
We must lay down documented work procedures, which will be updated regularly, to implement the approved plans, programs and projects, in addition to the accurate and efficient enforcement of regulations and decisions. We have to work with full transparency and open direct channels of communication between the officials and citizens.
While we emphasize the importance of strict compliance with the laws and regulations, as well as the fair application of laws, we also admit that there might be instances when laws are not enough to provide the needs of everyone. We then call for regular review and amendment of laws to be able to adapt to the rapid changes in the local and international communities. This step is also crucial in the realization of our ultimate objective - to maintain public peace and order and to better serve the civil society.
In advanced nations, they usually regard the employees in the Municipality, public works, public health or any public institution as civil servants. We will not achieve our ultimate goal unless we adopt these concepts and this is what we have been trying to do over the last years.
