My residence expired in July, but I have a valid Kuwaiti driving license until 2017. Is it possible if I come to Kuwait on a visit visa in Dec I can still drive in Kuwait?

Answer: No, you can’t. Once your residence expires when you are out of the country your license is also considered expired. So you can’t drive on it when you return to the country on a visit visa. You can, however, drive on it if you get residence in Kuwait again … but you will have to renew your license before you can do so.
