‘Regulate fees for international calls’ Panel targets ‘franchise bill’

KUWAIT CITY, Sept 21: MP Dr Faisal Al-Muslim on Tuesday asked Minister of Communications and State Minister for National Assembly Affairs Dr Mohammad Al-Busairi to finalize his decision on the request of the parliamentary Public Amenities Committee to regulate fees for international calls and other communication services to protect the welfare of subscribers.
Confirming the committee invited Al-Busairi to its meeting on Thursday, Al-Muslim enumerated the demands of the panel as follows — callers should pay for calls made through mobile phones, not the receivers; subscribers must not pay for missed calls; calls should be charged by the second rather than per minute; and specify reasonable fees for other services.
Al-Muslim pointed out the minister has been granted the authority to rectify the flaws, regulate fees, and specify charges for the communication services in accordance with law number 26/1996. He added the law also mandates Al-Busairi to review the value of subscription and charges per minute annually, especially since the citizens have been suffering the brunt of the exorbitant fees charged by the telecommunication companies. He argued it is not fair to charge subscribers KD 1 per minute for certain mobile phone services.

KUWAIT CITY: Chairman of Kuwait parliamentary committee on financial and economic affairs MP Dr Youssof Al-Zalzalah said Tuesday the committee discussed the draft bill on franchises tabled to the National Assembly in 2004.
“The bill in question had not been probed by previous parliamentary committees since then though the parliament approved draft laws running counter to it,” Al-Zalzalah told reporters.
“The government stated that it gave priority to the draft bill, so the committee decided to give the government more time to further review it.
“While reviewing the bill, the government has to take into account three main points; firstly, protecting the consumers; secondly, giving the youths access to franchises; and thirdly, satisfying the needs of the country,” he added.
