Panel starts probe into release of two Iranians Implement Audio Visual Law: Hayef KUWAIT CITY, Sept 6:The Interior and Defense Committee at the Parliament on Monday started investigations on the alleged release of two Iranian prisoners convicted of trading in drugs and carrying out abortion operations.
MP Musallam Al-Barrak had earlier raised the issue, claiming the Ministry of Interior sanctioned the release of the two inmates even if they had committed serious crimes.
Speaking to reporters after the panel meeting, Committee Rapporteur MP Shuwaib Al-Muwaizri disclosed some of the officers in charge of the issue presented a detailed report during the meeting. He said the panel also agreed to invite Interior Minister Sheikh Jaber Al-Khalid and a civilian employee at the ministry — one of the parties involved in the case — to its meeting on Sept 21
Al-Muwaizri also announced his plan to expose the violations committed by an assistant undersecretary at the ministry upon completion of the investigations on the Iranian prisoners.
He accused the assistant undersecretary of mismanaging the affairs of his department, adding he will forward questions to the minister on the violations.
In another development, Chairman of the parliamentary Studying Negative Phenomena Committee MP Mohammad Hayef on Monday called for the intervention of HH the Prime Minister Sheikh Nasser Mohammad Al-Ahmad Al-Sabah to implement the Audio-Visual Law.
Hayef warned the minister of information, undersecretary and the concerned assistant undersecretary may face a parliamentary query in case the government fails to implement the law, especially since the Fatwa and Legislative Department has affirmed that the law mandates the ministry to punish the erring individuals or institutions and stop the airing of offensive programs. He lamented the ministry has not taken any serious step to enforce the law despite the fact that the State Security Law and Article 73 of the Constitution include stipulations on granting the government authority to punish those who violate national security regulations.
He also expressed his disappointment over the government’s response during the meeting, indicating the owners of television channels have threatened to sue the executive in case it decides to stop the airing of their programs.
Meanwhile, MP Dr Maasouma Al-Mubarak said there seems to be no end to the disagreements between the panel and government over the enforcement of the law. She pointed out the two parties have different views on the proposed amendments to the law. She stressed the need for a clear vision on the national unity issue, instead of using slogans or a TV channel, without restricting people’s freedom.
MP Dr Rola Dashti asserted, “We will not tolerate any attempt to restrict general freedoms, including the freedom of expression. They must stop trying to transform Kuwait into a police through the use of exaggerated concepts to jeopardize national security under the guise of implementing the law.”
