Govt plans to form committee to implement development plan: MP Panel approves proposals to establish Supreme Petroleum Council

KUWAIT CITY, July 4:  Chairman of the Budget and Final Audits Committee at the Parliament MP Adnan AbdulSamad hopes for the successful implementation of the government’s development plan, especially since a budget of KD2.2 billion has been allocated for the execution of projects included in this plan.
In a press statement Sunday, AbdulSamad revealed the government intends to form a ministerial committee, consisting of several ministers, to oversee the implementation of the development plan.  He expects the government to succeed in the execution of its projects in the coming days.
On the other hand, Chairman of Bedoun Affairs Committee MP Dr Hassan Jowhar has expressed his disappointment over the legislature’s failure to address the problems of Bedouns in the previous round.  He lamented the government has not taken any concrete step to end the suffering of Bedouns over the last four months.  He criticized some ministers for their absence in the committee meetings slated for deliberations on the issue, resulting in the delayed preparation of a supplementary report as per the request of the National Assembly.
Jowhar pointed out the committee had no option but to prepare a report based on the written opinion of the government, which was submitted late.  He said the panel has requested a special session to discuss the rights of Bedouns, but the government did not attend the session in which it was supposed to present its proposal.  He tried to request for the allocation of two hours for discussion of the issue before the end of the previous round.
Meanwhile, the parliamentary Economic and Financial Affairs Committee approved Sunday the amendments to a draft bill on forming the Supreme Petroleum Council, says rapporteur of the panel Abdulrahman Al-Anjari.
Al-Anjari confirmed the attendance of Minister of Oil and Information Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, Kuwait Petroleum Corporation (KPC) Chairman Saad al-Shuwaib and other oil sector senior officials to the meeting.
“We agreed on the amendment of five articles, such that the council will be headed by HH the Prime Minister Sheikh Nasser Mohammad Al-Ahmad Al-Sabah, with some ministers and oil officials appointed by the Cabinet as members,” Al-Anjari revealed.
Al-Anjari added the council will meet at least six times a year, and it has right to appoint experienced and efficient employees to any post in the oil sector. 
He added the council has power to form temporary and permanent panels to look into oil-related issues.  He said the council’s goals include the development of the oil industry, protection of future generation resources, and provide the oil sector with the most advanced technology.
Al-Anjiri said that the proposed law “is different from the existing law” and stipulates that the Supreme Petroleum Council be headed by His Highness the Prime Minister and grouping several ministers appointed by the Cabinet.
According to the proposed amendments, the council will have both standing and ad-hoc committees, and has the authority to appoint experts and consultants in the field provided that their interests do not conflict with that of the council.
Moreover, the council will have to convene at least six times a year.
Al-Anjiri explained that the prerogatives of the council include placing production and excavation policies while sustaining this resource, developing the oil industry, and providing the oil sector with the latest technology in this area.
