Cabinet discusses amendments to fund for most needy people Govt studies loans purchase draft bill

KUWAIT CITY, Jan 17: The government will announce next week its official stand on the loans purchase draft bill passed by the Parliament recently, reports Al-Jarida daily quoting Finance Minister Mustafa Al-Shamali.
During its regular meeting Sunday, the Cabinet discussed the proposed amendments to the Fund for the Needy. Al-Shamali disclosed this is part of the government’s preparation for its response to the loans purchase draft bill.
Al-Shamali also unveiled his plan to forward new amendments to the fund after obtaining approval from the Legal, Finance and Economic committees, as well as the Fatwa and Legislation Department. He added the amendments include increasing the number of beneficiaries, indicating 13,000 citizens benefited during the implementation of the first phase of this project.
The Cabinet also deliberated on the amendments to the audio-visual, press and publication, sports, and privatization laws.


 Some parties have deliberated on the constitutional, legal and humanitarian aspect of a proposal on granting the civil and social rights of Kuwaiti women married to non-Kuwaitis, reports Al-Dar daily quoting sources.
These parties believe classifying the problem of children born to Kuwaiti women married to non-Kuwaitis under the issue of Bedouns is a constitutional and humanitarian fallacy.
According to other sources, Bedouns are those whose nationality has not been identified for various reasons, while granting citizenship to the children of Kuwaiti women married to non-Kuwaitis entails the problem of constitutional and legal implementation through the Personal Status Law.
The same sources pointed out the law clearly states that all citizens are equal in rights and duties, but Kuwaiti women have been deprived of their rights, including their children’s citizenship.
MP Abdulrahman Al-Anjari admitted the proposed granting of social and civil rights to this group of Kuwaiti women requires deep concern from a humanitarian perspective. “These women are separated from their own children in case of divorce because the law does not include any stipulation on granting them custody of the children,” he added.
