Need to curb crime in Jleeb

We will be able to overcome many of our current security problems if the government outlaws the living of single men in Jleeb Al-Shuyoukh! Instead of allowing the rising crime rate in this area to keep its hold of our national attention, why not deal with the real causes quite swiftly. Taking more effective actions against the clustering of huge number of single men in a particular residential area is a step in the right direction. We do not have the option to allow the transformation of any residential (family) area into a nest for violations and crime. Though we do not have statistical figures at hand, yet Jleeb Al-Shuyoukh according to media reports seems to witness more crimes ranging from illegal trading of home brewed liquor, illegal calls, prostitutions...etc.
Just to illustrate: a couple of days a go, Arab Times reported that “a night patrol team affiliated to Farwaniya Security Governorate arrested 5 Asians who operated liquor factory and 18 other persons wanted by law for various crimes, including illegal international call operation, during a recent campaign in the area.” The culprits were arrested in Khaitan, Farwaniya, Rehab, and Riqqae and of course no other than Jleeb Al-Shuyoukh (Dec 26, 2009). We have laws which explicitly forbid leasing apartments or rooms to single individuals, whether Kuwaitis or expatriates in areas already designated for families. Yet, the application of such housing laws is lacking.
Such a phenomenon where one finds groups of single men living among families is uncommon in other societies. In addition to its being socially inappropriate, it is out of place to allow single men to mingle with families.
Whether one likes it or not, we are still living in a conservative Arab society in which it is quite unusual to mix men with women especially in residential areas. In the case of Jleeb Al-Shuyoukh, those who are most affected by the rise in crime are hardworking expatriates, whether single individuals or families. However, the current situation requires sweeping measures to curb crime in this area of Kuwait. 
The government needs to apply the law, and apply it severely if possible, in order to provide necessary protection for its own citizens and hard working expatriates. The current deteriorating security situation in Jleeb Al-Shuyoukh should not go on. It must be stopped. We have no other option, but to outlaw the clustering and gathering of huge number of single laborers in one particular geographical area. Relocating these people on the outskirts of major areas is a good solution to our current security problems. Sponsors whether individuals or companies can contribute to solve this problem by building some kind of residential complexes designated only for single individuals. Moving these people in other locations, perhaps fining those property owners who allow more than five people to live in a small room, are also steps in the right direction.
